The JLL team has 2 staff (Lead FM, Facilities Coordinator) and is located at the Visa Office, which is a 3-minute walk from the Tokyo Yaesu exit. This role also includes remote management responsibilities for Korea and Mongolia. The position aims to provide comprehensive facility, contract, and procurement management with a focus on Workplace Experience and continuous operational improvement. The goal is to achieve financial and other SLA’s and KPIs established by the Client and the JLL Account Management team, delivering services in accordance with the Client’s SOW’s for Facilities Management, EHS, Procurement, and Critical Environment. The Workplace Manager must be a team player and work with other members of the team to meet all key performance indicators as set out in the management contract. He or she will also be the overall owner of the site operations. Procurement and Vendor Management involves managing the vendor procurement and management practices of the various Client sites, ensuring renegotiation and tendering, including tender documentation; evaluation of tenders and preparation of contracts in accordance with agreed client and/or procurement guidelines. Benchmarking services across properties within the country is essential. The role includes administering the virtual approval process for contract execution, coordinating and monitoring the contractor management program, and ensuring compliance of vendors to JLL ethics. Facilities Operations requires implementing a comprehensive energy management program, building procedures and performance measures to ensure simplification and accuracy of work methods and reliability of systems, and managing the Preventive and Planned Maintenance program to minimize maintenance, repair, and replacement costs while minimizing the risk of plant failure. The team must liaise closely with the Regional Operations procedures to ensure service standards are maintained and met. Continuous quality improvement practices across the region should be recommended, ensuring initiatives in one country are followed up in other parts of the region to maximize benefits to the Client. Compliance with all internal management systems for quality assurance is necessary, as well as ensuring all Critical Environment (CEM) requirements are consistently met. All Reactive Maintenance must be completed as per the agreed timeframes, and all Financial Management requirements must be completed in a timely and accurate manner. Vendor partner deliverables must be delivered, measured, and evaluated, ensuring the KPI core card is consistently green. Risk Management involves ensuring coordination of a property risk management program that identifies major property risks including occupational health and safety, fire safety, essential services, and environmental concerns. Data integrity of all information loaded into systems must be ensured, complying with the audit process from time to time. Development of guidelines and strategies to protect the health and safety of staff and others, as well as protecting Client and JLL reputations, is crucial. Disaster recovery and business continuity planning must be exercised, implemented, maintained, and reviewed regularly. Escalation procedures must be in place and observed for incident and problem reporting, including advice to JLL & Client Regional Managers and the insurance company. Compliance with all local Regulatory Compliance is required. Profitability and Savings Initiatives involve developing potential initiatives and strategies that lead to cost savings and service improvement, which must be consistently implemented. Customer Service and Client Relationships focus on ensuring Workplace Experience is satisfactory for client stakeholders, staff, and visitors. The point of contact will evaluate service response time and analyze occupants’ service request trends and suggestions. Proactive development and management of client/business unit relationships are necessary to ensure that expected service levels are achieved across the region. Leading by example and grooming the team to achieve maximum client satisfaction levels is essential. Reporting requires ensuring that the team delivers meaningful inputs in the development of monthly management reports and leading in monthly and quarterly reporting for Client presentation and acceptance. Training involves ensuring the team is well trained on all facilities policies, procedures, and systems, working closely with the JLL senior Account management team to devise new and innovative methods of learning built around skill development, leadership, and succession planning. JLL HR and JLL EOS FM competency training must be delivered, and compliance with the JLL Ethics training program must be ensured. Leadership and Staff Management involve actively encouraging an environment that supports teamwork, cooperation, and performance excellence, acting as a leader and coach for the team to ensure high staff morale, trust, and work ethics. Key Performance Measures and Key Competencies refer to the Individual Performance Agreement (IPMP) for Key Performance Measures, ensuring the KPI Targets for the Account are met. Competencies required include great interpersonal skills with a strong client focus, team leadership with line management skills and the ability to delegate, strong technical comprehension and experience with performance-based service contracts and vendor management, strong knowledge in Critical Environment Management, strong in health, safety, and environmental compliance, strong in administration and good financial acumen, process-oriented, strong in budget management and financial analysis, strong demonstrated initiative, excellent written and oral communication skills, strong analytical skills, and at least 5-10 years in Facilities/Property Management experience, with a hospitality background being an advantage. Experience as an HSE/PCO Practitioner is also an advantage. The location is on-site in Tokyo, Japan.
